Health and safety is a key responsibility of any employer and the provision of an adequate risk assessment is vital when assessing personal protective equipment (PPE) requirements. In 1992 PPE regulations (EN340) were introduced for work clothing to ensure adequate protection in all working environments. Health and Safety legislation for high-visibility safety clothing was introduced in 1995 within the European Norm (EN471).

Employers are therefore responsible not only for PPE garment provision but also its care and maintenance. If garments fail to meet the standards, severe penalties could be imposed on the employer.
